企业党政一把手在领导班子中举足轻重,班子团结不团结,是否有战斗力、凝聚力,党政一把手的团结协调在某种意义上起着决定性的作用。目前,大多数企业包括部分事业单位仍然实行党政领导分设制,有不少单位领导班子党政一把手的团结状况并不令人满意,轻则影响相互团结,重则影响单位全局。因此,如何正确处理党政一把手的关系,对于加强企业领导班子的团结协调显得很有必要。一、建立重大问题议事规则,依靠制度解决可能产生的矛盾邓小平同志深刻地总结了历史经验,十分重视制度建设。他指出,领导制度、组织制度总是更带有根本性、全局性、稳定性和长期性。有些单位两个一把手之所以关系搞不好,其中一条原因就是单位无议事无规则、无制度,随意性较大,党政工作职责不清,分工不明。十四届四中全会以来,不少单位通过摸索总结,逐步建立或完善了一套行之有效的规章制度,如有的单位建立重大问题议事规则,做到有章可循,使单位党政议事工作走上制度化、规范化、程序化的健康轨道,真正体现靠制度建设而不是单纯靠领导
