干部参加劳动,是我们党一贯提倡的一项好制度,它有利于干部成长,体现了正确处理党群关系、干群关系的本质要求。可是,在“文化大革命”期间,劳动被当作一种惩罚手段,加之前些年,由于资产阶级自由化思潮影响,这项制度在“更新观念”声中被淡漠和遗忘,甚至被当作“僵化”的东西加以否定,从而搞乱了干部的思想,在一定程度上造成了干部队伍中官僚主义、命令主义和消极腐败现象的蔓延,疏远了党群、干群关系。因此,大力提倡和坚持干部参加劳动,使这一优良传统得到恢复和发扬,是新形势下加强干部队伍思想作风建设
