第二次全国民政会议决议是总路线在当前民政工作上的具体化。本府为了切实贯彻这一重要决议,使民政工作为保证和促进国家过渡时期的总路线总任务的实现,特于一九五三年十二月二十五日至本年一月七日召开了第四次全省民政会议,认真传达讨论了二次全国民政会议的决议,并制定了我省贯彻执行决议的实施计划纲要。除将计划纲要随文正式发布,希即认真遵照执行外,并作如下规定:(一)各专署、各市、县人民政府均须召开扩大的政府委员会或行政会议(政法干部全部参加),由各级政府负责同志亲自主持,责成参加省府四次民政会议的干部,简要传达全国二次民政会议决议的精神,传达省府四次民政会议上的各项重要报告,及本府制定的实施计划纲要,并展开讨论,依据当地情况,拟订贯彻执行的具体计划,付诸实施,并报省备查。(二)市、县人民政府均应召开区乡民政干部会议,传达省府四次民政会议的精神,深入讨论市、县具体计划,布置全年民政工作。务使全体民政干部统一认识,统一行动,保证全年工作计划的顺利实现。
