方针目标管理是企业管理的重要组成部分,是一项行之有效的管理方法,是实现企业经营目标最合理的手段。我公司自1986年试行方针目标管理以来,经过三年的 PDCA 循环,从感性到理性,从模仿到创新,从点到面,由浅入深,循序渐进,不断充实、完善、提高,取得了明显的效果。这三年,我公司经济效益逐年提高,工程质量稳步上升,企业信誉也因此有了提高。我公司开展方针目标管理的基本做法有下面四个环节:1.收集情报信息,制定切合实际的方针目标。在这个阶段,我们逐步摸索和总结了从信息收集——综合分析——领导层决策——反复讨论协商——领导层再决策(包括职代会通过)的制定程序。从而保证了总体目标的先进性、群众性和科学性,为方针目标的展开和落实奠定了良好的基础。

At this stage, we gradually explored and summarized the process of formulating information from the collection of information—comprehensive analysis—leadership decision-making—repeated discussion and negotiation—leadership decision-making (including adoption by the Staff Representative Conference). This ensures that the overall goal is advanced, mass, and scientific, and lays a good foundation for the development and implementation of policy objectives.
