新型农村合作医疗保险制度是我国实现全面建成小康社会目标的一大重要举措,同时有益于新农村的建设和我国可持续发展战略的实施。从2003年制定并实施以来,经过不断地研究发现,新型农村合作医疗的关键是制定合理的筹资标准和费用的补偿方案。文章主要讨论新型农村合作医疗补偿方案的设计和运行中存在的问题,并针对存在的相关问题提出解决问题的方法。
The new rural cooperative medical insurance system is a major measure for realizing the goal of building a well-off society in an all-round way. At the same time, it is beneficial to the construction of a new countryside and the implementation of the strategy of sustainable development in our country. Since its formulation and implementation in 2003, after continuous research, it has been found that the key to the new rural cooperative medical system is to formulate a reasonable funding standard and compensation plan for expenses. The article mainly discusses the problems existing in the design and operation of the new rural cooperative medical care compensation scheme and puts forward the solutions to the existing problems.
