目的:评价近年我国公共卫生资源分布是否公平。方法:卫生资源配置现况主要运用卫生服务优先指数(IPHS)和资源分布指数(IRD)两种测算方法,并对公共卫生资源状况展开纵向和横向比较。结果:随着新医改的推进,公共卫生服务供给得到逐步提高,民众基本卫生服务需求得到进一步满足。惯有的地域之间不公平的资源分布格局仍未被打破,省际公共卫生资源供需不匹配。结论:公共卫生资源配置重点应继续围绕减少城乡二元化。缩小省际差距而展开。
Objective: To evaluate the distribution of public health resources in China in recent years is fair. Methods: The current status of health resource allocation mainly uses the two indicators of health service priority index (IPHS) and resource distribution index (IRD), and compares the status of public health resources vertically and horizontally. Results: With the advancement of new medical reform, the supply of public health services has been gradually increased, and the demand for public basic health services has been further met. The distribution pattern of unfair resources between regions has not been broken, and the supply and demand of inter-provincial public health resources does not match. Conclusion: The allocation of public health resources should focus on reducing the urban-rural dualism. Reduce the gap between the province started.
