国际化营商环境的建构旨在推动贸易自由化与便利化,本文从贸易便利化视角出发,探讨对货物通关时间有重大影响的动植物检验检疫措施。通过分析比较相关国际条约、国际标准、主要发达国家的法律所规定的检验检疫措施,为我国自贸试验区相关法律改革提出建议,推动建设法治化和国际化的营商环境,助力我国对外开放和经贸发展。
The construction of an international business environment is aimed at promoting trade liberalization and facilitation. This article examines the inspection and quarantine measures for animals and plants that have a significant impact on the clearance of goods from the perspective of trade facilitation. By analyzing and comparing the relevant international treaties, international standards and the inspection and quarantine measures stipulated by the laws of major developed countries, we put forward proposals for the reform of relevant laws in the pilot free trade zone in our country, and promote the establishment of a legal and internationalized business environment and help our country open to the outside world And economic and trade development.
