驾驭国际化市场经济同主导经济全球化是完全不同的两个概念。主导经济全球化是主导者的资格问题,在经济全球化国际社会上层建筑尚不成热或社会主义原则和意识形态尚不占统治地位的条件下,哪个国家或哪些国家有主导经济全球化的资格,是由该国的生产力水平决定的。而驾驭国际化市场经济是各国执政者的责任问题,应解决的核心问题是本国经济参与经济全球化的“趋利避害’问题;如何驾驭国际化市场经济,是大工业开创的经济全球化历史以来,世界各国执政者共同面临的历史性课题,中国共产党是中国工人阶级、中国人民和中华民族的先锋队,是中国先进生产力发展要求、中国先进文化前进方向、中国最广大人民根本利益的忠实代表,是我国社会主义现代化建设的领导核心;提高党驾驭国际化市场经济的能力,是由党的先进性、党肩负的历史使命所决定的。具体说来有以下三点:
