体现为普通话和规范汉字的汉语是中国国家统一的象征,它对内是国家通用语言,对外是唯一的能够代表中国的官方语言。主权原则和国家利益要求国家机关在正式场合使用本国通用语言或官方语言,没有特别的需要不随意使用任一外国的语言。我国国家机关尤其是最高国家机关举办的记者招待会设英语翻译的做法不符合这一要求。30年的改革开放已经使中国成为了世界性大国,国际影响力与日俱增,不必再担心外国人不来了解中国的情况和立场,国家机关记者招待会的功能应从对外宣传转变为对外发布信息。国家机关应改变观念,按照主权原则的要求和充分实现国家利益的需要,在记者招待会等正式场合一律不再安排英语翻译。
Chinese, which is embodied in Putonghua and Chinese characters, is a symbol of China’s national reunification. It is the national language of the country internally and the only official language capable of representing China. The principle of sovereignty and national interests require that state organs use their own common language or official language in formal situations and there is no special need not to use any foreign language freely. The practice of providing English translation at press conferences held by our country’s state organs, especially the highest ones, did not meet this requirement. Since 30 years of reform and opening up, China has become a world power with increasing international influence. It is no longer necessary to worry that foreigners do not come to understand the situation and stance of China. The function of a press conference by state organs should be transformed from publicity to external publication. State organs should change their concepts and follow the requirements of the principle of sovereignty and the need to fully realize their national interests. They will no longer arrange English translations in formal occasions such as press conferences.
