1953年春季,时任中共中央统战部部长的李维汉带领数位同志组成调查组,赴武汉、上海等地听取关于工商业问题汇报,召开座谈会,讨论国家资本主义和对资本主义工商业的社会主义改造问题,形成《资本主义工业中的公私关系问题》报告,受到毛泽东主席高度重视。经6月中旬中央政治局工作会议,到全国工商联会员代表大会,在党内外完成了对资本主义工商业进行社会主义改造的思想、路线、政策准备。1953年4、5月间,李维汉带领调查组赴上海等地调查资本主义工商业问题。调查组的成员有郑新如(当时任中央统战部工商处副处长)、黄铸(工商处干部)、李逸云(李维汉秘书)、勇龙桂(国家计划委员会私营企业处处长)等人。

The members of the investigation team include Zheng Xinru (deputy director of the Commerce and Industry Department of the Central United Front Work Department at the time), Huang Zhu (Business Administration cadres), Li Yiyun (secretary Li Weijian) and Yong Longgui (director of the private sector office of the State Planning Commission).
