20世纪50年代初,一场空前规模的大垦荒运动在苏联掀起.为解决这一运动所急需的劳动力,苏联政府于1954和1955年对其侨居中路多年的侨民进行了集体遣返.在苏联遣侨过程中,中国政府在维护主权和自身根本利益的前提下,自始至终对苏联政府的这一重大外交步骤予以积极配合与协助,而苏联政府也在总体上尊重了中国政府的主权、利益与意见.双方在互利共赢的基础上进行了较为成功的合作,从而保证了苏方集体遣侨行动的顺利开展.
