美国国防部自上世纪90年代起对规范和标准进行改革后至今已有十余年.在此期间美国海军根据“规范和标准——做买卖的新方法”备忘录的精神对美国海军的采办政策也进行了相应的变革.由于美国海军的变革侧重于保障性,因此涉及到后勤保障方面的政策发生了巨大的变化.传统的后勤保障已经被逐渐淘汰,以性能目标为主导的保障性采办政策正在贯彻落实之中.美国海军认为新的保障性采办政策更有利于提高武器装备战备完好性和任务成功性.本文论述美国海军新的保障性采办政策中的政策和策略、灵巧保障、经济可承受的战备完好性、新的保障性规划步骤、民用和非研发产品采办保障等.
