文化产业对我们大多数人来说,还是一个新鲜事物。党的十六大报告在规划我国全面建设小康社会的宏伟蓝图时,特别突出了文化建设的重要性,并第一次把文化产业作为与文化事业并列的概念提出来,指出:“发展文化产业,是社会主义市场经济条件下繁荣社会主义文化、满足人民群众精神文化需求的重要途径。”这是我们党在文化建设认识上的一个重大突破,为我国文化事业和文化产业的进一步繁荣发展提供了思想指导和历史机遇。中共云南省委七届四次全委会明确提出要把文化产业作为云南省新的经济增长点,将其培育成新的支柱产业,要像当年抓烟草业、旅游业一样抓好文化产业。最近一年来,省委、省政府采取了很多积极措施,实实在在地推进文化产业的发展,使云南省文化产业在短短的时间内呈现出强劲的发展势头。
