十八大以来,法治政府建设加速推进,社会各界逐步要求转变政府职能,开始提倡行政权的服务功能。服务行政的兴起既是法治建设不断深化发展的产物,也给行政权的监督体制提出了新的难题。本文通过分析服务行政的基本内涵和特点,结合我国的监督体制,对完善我国依法行政的监督体制提出合理建议,以期推动建立以服务行政为基础的法治监督模式。
Since the 18th CPC National Congress, the construction of a government under the rule of law has accelerated. People from all walks of life have been gradually demanding the transformation of government functions and starting to promote the service functions of administrative power. The rise of service administration is not only a product of deepening the development of the rule of law, but also poses new problems for the supervision system of administrative power. By analyzing the basic connotation and characteristics of service administration and combining with the supervision system of our country, this article puts forward reasonable suggestions on how to perfect the supervision system of administration by law in China with a view to promoting the establishment of the supervision mode of the rule of law based on service administration.
