近年来,常德县区乡镇秘书队伍变动较大,全县区乡镇秘书中有75%的人是新到办公室工作的。这些同志文化程度高,年轻,身体好,工作积极热情,但政治和业务素质不高。为此,县委采取了三项措施: 一是集中培训。凡新任秘书,统由县委办集中进行短训,使他们对秘书工作的性质、任务、业务常识和职业道德,有一个基本的了解,为日后的工作打下基础。
