事业单位作为中国所特有的组织,在国外几乎找不到与其完全对等的组织。事业单位包含的范围十分广泛,在事业单位中集中了社会中的大部分精英,这对我国的科教兴国战略具有重大的意义。在国有企业、政府改革之后出现想的事业单位人事制度改革是我国的第三大改革。研究和分析其中存在的问题并提出解决方案对于提高我国人事单位人事管理效率十分重要。本文从事业单位人事管理制度中存在的问题、原因及其改革措施三个方面加以讨论。
As an organization unique to China, institutions can hardly find an organization that is completely equivalent to other countries. Including a wide range of institutions, institutions in the concentration of most of the elite in society, which is of great significance to China’s strategy of rejuvenating China through science and education. In the state-owned enterprises, the reform of the personnel system that appeared after the government reform was the third major reform in our country. To study and analyze the existing problems and propose solutions is very important to improve the personnel management efficiency of our personnel units. This article discusses the existing problems, causes and reform measures in the system of personnel management in public institutions.
