大兴安岭地区是我国重要本材生产基地之一，土地面积８万ｋｍ２，所属城市及大部分乡镇、林场建在河谷的低阶台地上，受江河洪水、突发性山洪、内涝和泥石流的严重威胁．由于该区新建不久．对防洪排水尚缺统一规划，加上资全缺、管理工作跟不上，致使屡遭洪水侵袭，灾害损失较重．为此建议制定防洪建设规划，多方筹集资金、抓紧防洪工程建设，提高防洪标准，做好江河清障工作，切实加强城市防洪工程管理等，做到外防大江河洪水，内防局部山洪、内涝和泥石流，并与城市交通和园林等基础设施相结合．
