吉林市人事局紧紧围绕为振兴吉林市老工业基地提供人事人才服务和人事编制工作中的重点、热点、难点问题,以及重大决策制定、落实等方面积极展开调研工作,基本形成和建立了全系统调研工作良好氛围与良性运行机制。2002年以来,共撰写调研文章468篇,320多万字,70%的调研文章或进入领导工作决策,或用于工作指导,或被开发利用,为人事编制工作创新发展做出了应有的贡献。建机制,夯实调研工作基础主要是做到了“四个到位”:一是领导到位。市县人事局两级领导班子高度重视调研工作,纳入议事日程,每年都定期召开调研工作专题会议,听取汇报,分析形势,研究解决调研工作中遇到的困难和问题。形成了主要领导亲自抓、领题调研、带头撰写调研文章,
