宣化钢铁公司轧钢厂1991年制订了一项特殊奖励政策:各车间凡完成当年目标成本计划及双增双节计划指标后,每增加15万元双增双节节约额,厂里奖给二室一厅住房一户,由车间自行分配,厂里不加干预。这一“重奖”政策通过职代会讨论通过施行后,在职工中引起了积极反响。职工一致称赞“政策好得很”,从而调动了广大职工的积极性,在双增双节活动中起到了“锦上添花”的效应。1991年全厂计划利润310万元,最终实现438.5万元,全厂五个主要生产车间也因此得到奖励房七户。

In 1991, the profit of the whole plant was 3.1 million yuan and the total output was 4.385 million yuan. Therefore, the five main production workshops of the whole factory also got seven reward houses.
