改革开放以来,我国的社会保障体系建设取得了巨大的进步,但社会保障体系框架不完善,功能没有得到充分发挥;社会保障体系公平性不足,难以承担起服务民生的重任;基本养老保险可持续性不强,形成财政的潜在包袱;社会保障体系运行效率不高,难以充分调动政府和市场两个方面的积极性。当前,和谐社会的建设对社会保障体系提出新要求,人口发展使社会保障体系面临新的环境,经济社会结构的变化对养老保障体系建设提出新挑战。必须明确多层次、多支柱模式,调动全社会力量共建社会保障体系;完善基本养老制度,优化运行效率;发展企业补充养老保险、个人储蓄性养老保险、补充医疗保险和商业健康保险,使社会保障体系各支柱的发展趋于合理;采取有力措施切实加强对农民的基本养老保障。

We must clarify the multi-level and multi-pillar model and mobilize all social forces to build a social security system; improve the basic pension system and optimize operational efficiency; and develop supplementary pension insurance, personal pension insurance, supplementary medical insurance and commercial health insurance so that the society The development of the various pillars of the security system has tended to be reasonable; effective measures have been taken to strengthen the basic old-age security for peasants.
