The dissertation is trying to present the conflicting problems arising from the unbalanced settlement of the relationship between accuracy and fluency in higher vocational English teaching environment under the background of Belt and Road Initiative. It mainly discusses some kinds of technological problems that involve in accuracy and fluency in spoken language production from the perspectives of both PPP (presentation-practice-production) methodology and communicative methodology, based on some researchers statements and relevant examples in specific teaching contexts. The distinction between accuracy and fluency is clearly made in the later part. In the last part, various solutions to the problems are put forward for facilitating the teaching process of higher vocational college teachers.
