电子治理方兴未艾,被寄予了提高政府服务效率、节约成本、真正实现直接民主、甚至“技术革命”的厚望。而电子治理现实则表现为从最初的借助于网站发布信息,逐步演进为在线服务,直至目前存在种种不足的在线政策咨询与协商。“传统”治理依然在政府服务中占据重要地位,或体现为与电子治理并行,或发挥着电子治理避风港的功能。本文从电子治理与传统治理融合的角度出发,通过分析二者的相互关系,解释电子治理期望与现实的差距,以及克服差距的现实可能性。
In the ascendant, electronic governance was placed on the promise of improving the efficiency of government services, saving costs and truly achieving direct democracy and even “technological revolution.” The reality of e-governance is manifested from the initial release of information through the Web site, and gradually evolved into online services, until now there are inadequate online policy advice and consultation. “Traditional ” governance still occupies an important position in government services, either in parallel with electronic governance or as a function of a haven for electronic governance. This article from the perspective of the integration of electronic governance and traditional governance, through the analysis of the relationship between the two, to explain the gap between the expectations of electronic governance and reality, as well as the reality of the possibility of overcoming the gap.
