从1998年的情况看,我国国有企业“三年基本走出困境”的战略思路大致可以归纳为三个方面:’一是调整产权结构,实施“抓大放小”;二是深入调整多方面社会经济关系,切实帮助企业摆脱三大负担;三是发展资本经营,对国有经济实施战略性改组。近日有关专家就建立起有中国特色的、有效率的、符合社会主义市场经济原则的国有经济体系问题进行了座谈。 国务院发展研究中心产业经济研究部部长
