When the Treaty of Rome was signed in 1957, the relations between Europe and the Third World had an obvious unilateral character. Most of the countries that make up the ACP Group today were then colonies, dominated by the colonial powers. The Rome Treaty provided assistance to these colonies in an additional treaty. The pledge is made between the European Community and its member states and their “overseas countries.”
