On July 1, 2015, the 15th Meeting of the Twelfth NPC Standing Committee passed the new National Security Law. The new National Security Law sets forth the goals of improving our science and technology, industrial innovation, speeding up the development of high and new technologies and key areas of technology, and expounding more deeply the outer space and nuclear safety. The new National Security Law has redefined the security tasks of politics, land administration, military affairs, culture, science and technology, clarified the responsibilities and goals of various departments and stipulated the rights and obligations of citizens and organizations. The new National Security Law states that international security needs to adhere to the state as a whole
