邓小平同志南巡时指示:“浦东开发比深圳晚,但起点可以更高些。我相信可以后来居上。”1990年,上海市水利局以其敏锐的眼光和敢于负责的精神,针对浦东开发总体规划(草案)中没有考虑水利问题的情况,并吸取深圳开发中水利滞后的经验教训,毅然向市领导提出:新区开发需要水利,水利规划应当成为浦东新区总体规划中不可缺少的组成部分。在水利部杨振怀部长和上海市朱镕基市长关怀下,这项建议得到了落实。现将新近通过的浦东水利规划的特点发表于后,供参考。水利工作者,应以求实奋进、积极进取的精神去迎接改革开放的大好形势,要像上海市水利部门的同志那样,勇于负责,善于捕捉信息,抓住机遇,坚持城乡一体的大水利观念,开拓出一条为城市(特区)全方位服务的路子。
