On October 30, 2013, the 12th National People’s Congress announced a five-year legislative plan to include the Land Administration Law into the “draft law that is more mature and will be submitted for deliberation during the term of office.” It took 10 years to find out why the law was difficult to produce. The reform of the land acquisition system, the determination of compensation standards for land acquisition, the revenue sharing of land transfer and the dual structure transformation of urban and rural land have become the focus of legislation.
