本文分析了我国现行的科研制度存在的问题 ,指出缺乏明确的科技成果价值界定方法是我国科技成果保护中的关键问题 ,并分析了美国和欧洲各国的科技成果的价值界定模式 ,在此基础上 ,提出了一套适合我国的科技人员成果价值界定体系 ,进一步阐述了在加强对科技人员激励及其成果保护过程中政府、企业和社会各方应当采取的措施。
