二月十二日县的三级干部会议和十九日的县农代会议都着重的布置了发动群众生产工作,当时因生产季节未到,只作了一般的宣传和号召,及生产前的准备。三月二十五日以后,半数乡已结束反霸减租,四月十一日召开的区长、工作组长会议上把今春的群众工作作了基本总结,具体布置了生产工作。会议之后,就全力转入领导生产,由于经过了充分发动群众进行了反霸减租,就为作好生产工作准备了有利条件,群众生产情绪极为高涨。五月十号召开的区长工作组长联席会议,对生产情况作了初步总结:
