社区工会是近年来出现的基层工会的一种组织形态,它是由一定地域空间(主要指街道行政区域)范围内跨行业、跨企业的基层工会组织。由于社区工会是在社区建设的大背景下出现的,容易被人误解为社区建设过程中的“赶时髦”现象,并因此遭到批评。比较有代表性的观点认为,工会应以产业属性为纽带,因为在市场经济条件下,工会具有利益群体的性质,职工利益常常因行业的不同而不同,但社区是一个跨行业的区域,如果作为工会的组织依托,容易形成不同利益的职工群体的混合,给工会代表职工利益带来不便甚至内部冲突。这样的意见有一定的道理,只是没有注意到,现实生活对基层工会的要求和为基层工会提供的条件,需要也允许社区工会这样的组织形态。一、社区工会面临的现实要求

There is some truth to such an opinion, but it fails to notice that the requirements of grass-roots trade unions in real life and the conditions provided for grassroots trade unions also require the form of organization that allows for community-based trade unions. First, community-based trade unions face the real requirements
