基于SFA方法运用2001~2012年省级面板数据测算了我国沿海11省市的绿色海洋经济效率,并利用核密度估计、变异系数、基尼系数、α趋同、β趋同等方法对我国沿海地区绿色海洋经济效率进行时空差异和动态分析。然后通过Tobit模型的构建,对绿色海洋经济效率的影响因素进行了分析。结果表明:2001~2012年我国绿色海洋经济效率有较大提高,但与理想状况之间仍有一定差距;海洋经济的增长主要依靠劳动力驱动,且海洋经济的增长需要牺牲一定的环境成本,属于粗放型经济增长方式;河北、天津、广东的绿色海洋经济效率水平较高,海南效率水平最低,效率水平越高的地区效率增长率越低;不同时期效率水平的空间差异不同,随着时间推移,地区间绿色经济效率的空间差异不断缩小;回归结果显示海洋经济发展水平对绿色海洋经济效率起负向作用,海洋物质资本和对外开放水平对绿色海洋经济效率起正向促进作用,海洋产业结构、海洋人力资本与环境治理力度未通过模型检验,对绿色海洋经济效率无有效影响。
Based on the SFA method and the provincial panel data from 2001 to 2012, the green marine economic efficiency of 11 provinces and cities along the coast in China was calculated. By using the methods of nuclear density estimation, coefficient of variation, Gini coefficient, α convergence and β convergence, Spatial and Temporal Differences and Dynamic Analysis of Economic Efficiency. Then, through the construction of Tobit model, the influencing factors of green marine economic efficiency are analyzed. The results show that the economic efficiency of green marine economy in our country increased greatly from 2001 to 2012, but there was still a gap between it and the ideal situation. The growth of marine economy mainly relied on labor-driven, and the growth of marine economy needed to sacrifice some environmental costs, belonging to Extensive economic growth mode; Hebei, Tianjin and Guangdong have a higher level of green marine economic efficiency, the lowest level of efficiency in Hainan, the lower the rate of efficiency growth in areas with higher efficiency level; the spatial differences of efficiency level in different periods are different, with the passage of time , And the spatial differences of green economy efficiency between regions are shrinking. The regression results show that the level of marine economic development plays a negative role in the economic efficiency of green marine economy, the marine material capital and the level of opening up play a positive role in promoting green marine economic efficiency, and the marine industrial structure , Marine human capital and environmental governance efforts failed to pass the model test, which did not have an effective impact on the green marine economic efficiency.
