小鸭集团是山东省重点企业之一,在实施再就业工程过程中,小鸭集团发挥集团名牌优势,通过收购破产企业,兼并联合特困企业,带动企业脱困,促进下岗失业职工再就业。近几年来,先后兼并、收购、代管了济南铁管厂、建材二厂、制革厂等22家企业。在集团自身低成本扩张的同时,先后妥善安置下岗失业职工8000人,为维护改革、发展、稳定的大局做出了积极贡献。近几年,小鸭集团兼并、收购的企业大多数是特困企业,处于停产半停产状态,职工生活十分困难。从小鸭集团自身发展考虑,这些企业的有效资产、场地等可以给小鸭带来效益,但这些企业的职工,相当一部分却不能适应企业发展的要求。是尽可能安置好这些职工,还是将他们推给政府,这是一个大问题。企业党政一班人认真学习了中央、省、市文件和市委、市政府领导的一系列指示精
