基层基础工作是整个公安工作的根基所在。当前,社会治安形势依然严峻,与此相悖的是,基层工作依然薄弱,信息体制不相适应,打防结合尚不到位,防控机制尚不健全,考核激励机制有待强化等。有鉴于此,改革基层基础工作,已成为促进整个公安工作健康发展的根本之策。据此,必须贯彻落实科学发展观的要求,从根本上改革基层基础工作。要强化思想领先原则,切实做到思想上重视,行动上自觉。要实施科技强警战略,形成公安系统全覆盖、高质量、共享水平高的基础信息资源库。要创新警务工作机制,努力推动警务工作下沉。要形成“物往基层流,钱往基层用”的警务保障思路。要营造栓心留人、干事创业的基层工作环境要进一步夯实基层业务工作的基础。 The basic work of the grass-roots level is the foundation of the entire public security work.
