提高国民的健康素质,保护广大人民群众的健康,特别是企业职工的健康,不仅是各国政府的重要责任,也是包括企业和职工在内的全社会的责任。其中,企业承担着重要的责任。目前,我国企业职工的健康保护存在着突出的问题,职业危害的人数、职业病的发病人数和因职业病而死亡的人数都居世界的前列。据统计,我国现有1600万家企业存在着有毒有害的作业场所,受不同程度危害的职工总数有2亿人。2002年,为了维护广大职工的健康权益,我国颁布了《职业病防治法》,制定了使用有毒物品作业场所劳动保护条例等法律法规。职业病防治法明确规定,用人单位是职业病防治的责任主体。因此,维护职工健康的第一责任还在企业。有的同志认为我们是发展中国家,在现阶段如果过分强调维护职工的健康,必然会增加企业的生产成本,实际上是主张要走先发展后治理的路子。我认为,这种观点是错误的。人的健康问题不仅涉及到个人和家庭,也涉及到国家和社会,关系到现在和将来。为此,我在这里向广大的企业领导者发出呼吁:第一,增强法制观念,依法做好职业病防治工作。企业应该严格遵守国家有关法律法规,认真落实法律规定的建设项目
Improving the health quality of citizens and protecting the health of the general public, especially the health of employees, is not only an important responsibility of governments of all countries, but also the responsibility of the entire society, including enterprises and employees. Among them, companies bear important responsibilities. At present, there are outstanding problems in the protection of the health of employees in enterprises in China. The number of occupational hazards, the number of occupational diseases, and the number of deaths due to occupational diseases are among the highest in the world. According to statistics, there are toxic and hazardous workplaces in 16 million enterprises in China, and the total number of workers suffering from various degrees of damage is 200 million. In 2002, in order to safeguard the health rights and interests of employees, China promulgated the Law on the Prevention and Treatment of Occupational Diseases and formulated laws and regulations concerning the use of labor protection regulations for workplaces that use toxic substances. The Occupational Disease Prevention Law clearly stipulates that the employer is the main body responsible for the prevention and control of occupational diseases. Therefore, the first responsibility for maintaining the health of employees is still in the enterprise. Some comrades believe that we are developing countries. If we are overemphasizing the maintenance of the health of employees at this stage, we will inevitably increase the production costs of enterprises. In fact, we are advocating that we must take the path of governance after the first development. I think this view is wrong. People's health issues not only involve individuals and families, but also countries and societies. They concern the present and the future. To this end, I hereby make an appeal to the majority of corporate leaders: First, to strengthen the concept of the legal system, and to do a good job of prevention and treatment of occupational diseases. Enterprises should strictly abide by relevant laws and regulations of the state and conscientiously implement the construction projects stipulated by law.
