随着机动车保有量激速增加,人、车、路矛盾日益加剧,道路交通事故,尤其是重、特大交通事故频频发生,给人民群众的生命财产造成重大损失,给社会和谐稳定构成威胁。道路交通事故预防,是针对可预见到的事故隐患采取的措施,它能有效地控制和预防交通事故的发生,减少交通事故的危害,确保人民生命财产的安全。交通事故预防是一个复杂的社会系统工程,涉及人、车、路、环境等多个因素。就当前道路交通事故预防来看,我认为要突出“十抓”:
With the rapid increase in the number of motor vehicles, conflicts among people, vehicles and roads have been aggravated. Road traffic accidents, especially heavy and catastrophic traffic accidents, have taken place frequently, causing heavy losses to people’s lives and property and posing a threat to social harmony and stability. The prevention of road traffic accidents is a measure against foreseeable hidden dangers of accidents. It can effectively control and prevent traffic accidents, reduce the damage of traffic accidents and ensure the safety of people’s lives and property. Traffic accident prevention is a complex social system engineering involving many factors such as people, vehicles, roads and environment. Judging from the current road traffic accident prevention, I think we should highlight “Ten Grasp ”:
