I. INTRODUCTION State-owned foreign trade enterprises with “Chinese characteristics” are products of long-term monopoly of foreign trade in the period of planned economy. With the right to trade from a complete monopoly to the examination and approval system and then to the current registration system, state-owned foreign trade companies have experienced unprecedented shocks. Multinational corporations and foreign retailers have set up branches and procurement centers in China. Advanced sales and procurement concepts have directly captured the market share of state-owned foreign trade companies.
