1990年9月7日全国人大第七届常委会第十五次会议通过了《中华人民共和国著作权法》,并于1991年6月1日正式实施。著作权法的颁布实施是我国改革开放的重要成果,也是我们党尊重知识,尊重人才的方针政策的具体体现。著作权法的颁布实施是建立社会主义市场经济秩序,保护科学技术和文化工作者的权益,改善对外经济、贸易、科技文化合作环境,挖掘我国科技潜力,促进整个科学技术文化发展的重要举措。我国著作权法虽然才颁布实施五年,但在对外开放,对内搞活的经济势态的推动下,我们不仅建立和完善了国内的著作权保护环境,而且随着我国改革开放的深入,我国的著作权保护的国际化也得到了迅速地发展,并取得了举世瞩目的成绩。1992年10月我国加入了《伯尔尼公约》、《世界版权公约》,1993年4月加入了
