企业污染不仅有外部的,还有内部的,即职业病现象。中国社会内部群体间不仅有贫富失衡,还有健康失衡,接近两亿人遭受着职业病的危害,并集中分布于处于弱势的“新工人”(农民工)群体。这根源于转型中国在社会正义和环境正义上的双重缺失,而企业缺乏职业环境安全责任制度是直接成因。强化企业社会责任,创造新型的企业—政府、企业—公众以及政府—公众的关系,将保障新工人群体安全工作的权利,促进和谐社会的建设。
Enterprise pollution is not only external, there are internal, that occupational disease phenomenon. There are not only imbalances between the rich and the poor but also health imbalances within the Chinese social groups. Nearly 200 million people suffer from occupational diseases and are concentrated in disadvantaged groups of “new workers” (migrant workers). This is rooted in the dual absence of social justice and environmental justice in transitional China, and the lack of responsibility system for occupational environmental safety in enterprises is the direct cause. Strengthening corporate social responsibility and creating new types of enterprises - government, business-public and government-public relations, will safeguard the right of new workers to work safely and promote the building of a harmonious society.
