预防保健的主要任务是防止疾病发生与发展,降低伤残和丧失劳动力,保护和增进人民的健康。当前,随着经济、科教、行政体制改革的不断深化,对现有的预防保健工作提出了新的要求,特别是作为经济开发区的浦东新区应建立何种预防保健管理体系来适应开发、开放的需要已成当务之急。根据市卫生局有关领导的意见,1992年下半年我室承担了《捕东新区预防保健管理体系》的课题。课题组人员通过邀请专家座谈,查阅国外有关卫生服务管理体系的资料,根据我国国情,结合浦东新区的特点,提出了浦东新区预防保健管理体系的三种设想模式,现论证如下。

According to the opinions of the relevant leaders of the Municipal Health Bureau, in the second half of the year, our department undertook the subject of “Prevention and Health Care Management System for the catching of the New Area in the East”. The research team members inspected the information on foreign health service management systems by inviting experts to discuss the situation. Based on China’s national conditions and the characteristics of the Pudong New Area, the three proposed models for the preventive health care management system in the Pudong New Area were proposed.
