上海的行政性公司改革已经迈开步子,除少数改组为企业性公司外,多数行政性公司将分批撤消。作为一种过渡措施,其部分管理职能由各工业局新设的管理处室执行。这一做法,对于众多的中小企业在新旧经济体制转轨过程中的正常组织生产与经营,显然是必要的。但从长远看来,还是应当撤消这些行政职能与经济职能混合型机构,把政府对企业的大部分行政管理权限分别归口到局各有关处室中去,同时通过建立和发展一批与企业地位平等、本射独立核算、自负盈亏的经济职能型公司,与各中小企业保持经济“伙伴”关系,为它们独立从事商品生产与销售活动,提供高效、实际、多方面的经营性服务。

As a transitional measure, some of its management functions are performed by the newly established management offices of the various industrial bureaus. This practice is obviously necessary for the production and operation of many normal SMEs in the normal organization during the transition of the old and new economic systems. However, in the long run, it is necessary to withdraw these mixed functions of administrative functions and economic functions, and place most of the government’s administrative authority over enterprises into the relevant offices of the Bureau, and at the same time, establish and develop a group of enterprises with corporate status. The economically functional companies that are equal, independent, and self-financing have an economic “partnership” relationship with SMEs, providing them with efficient, practical, and multi-faceted operational services for their independent activities in commodity production and sales.
