我国目前面临严峻的失业和就业增长缓慢的问题;就业的总量矛盾、结构矛盾和素质矛盾并存;高增长与高失业现象并存;需求瓶颈、体制瓶颈和观念瓶颈共存;就业压力高峰期持续时间较长等基本特征。本文认为原因在于人口总量与劳动力供给相对过剩、就业体制、产业结构调整、就业结构与劳动力素质差异等因素的存在,只有清楚认识失业的成因。才能有效地采取对策治理失业,全面构建和谐社会。
At present, China faces the serious problem of unemployment and slow growth of employment. The total contradiction of employment, structural contradictions and quality contradictions coexist; the high growth and high unemployment coexist; the demand bottleneck, institutional bottleneck and conceptual bottleneck coexist; the peak duration of employment pressure Longer basic characteristics.
