上海市南汇区于2007年7月开始对社区卫生服务中心实行收支两条线管理试点。通过成立管理中心与结算中心、清产核资、设立收支两条线管理专户、收入全部上缴管理专户、支出全部纳入部门预算等措施,取得了试点单位工作效率提高、老百姓看病费用降低、社会满意度提高、财政投入在承受范围内、职工收入有所增加、财务管理更加规范等效果。
