本着“方便群众、减少诉讼”的原则,结合我区人民调解工作的实际,我局与长宁法院共同设立了人民调解与诉讼制度的衔接平台——区联合调委会人民调解窗口,尝试以人民调解工作部分替代诉讼调解,整合人民调解与司法机关资源。人民调解窗口成立近半年来,化解了185起民间纠纷,取得了良好的法律效果和社会效果。(一)建立区联合人民调解委员会我们根据《人民调解工作若干规定》的相关规定,组建了长宁区联合人民调解委员会(以下简称“联合调委会”)。联合调委会的主任由区司法局基层科科长担任,副主任由法律服务工作志愿者、部分街道(乡、镇)调委会主任担任,区公安、检察、工、青、妇、信访、劳动、民政、房地、法援中心等部门从事维权工作的干部、消协调委会主任、各街道(乡、镇)调委会主任或副主任为调解委员。专门协调、调解区域内疑难、复杂民事纠纷和跨地区、跨单位的民事纠纷,开展诉讼调解在法官主导下适度社会化试点工作。

The director of the Joint Commission shall be the section chief of the grassroots section of the district bureau of justice, the deputy director shall be the volunteer of legal service work and the director of some streets (townships and towns) regulators, and the district public security, prosecutors, workers, youth, women and petitions , Cadres who work in the fields of labor, civil affairs, housing and legal aid centers, and director of the Consultative Committee of the Consumers Association, and director or deputy director of various streets (townships and towns) mediation committees as mediators.
