素质教育是21世纪中国教育改革的总目标。为全面实施素质教育创造条件,是21世纪北京基础教育改革、课程改革的基本要求。强调课程的生成性、发展性,强调课程建设应以学生发展为本,强调课程影响的全面性及其有限性,是21世纪基础教育课程改革的重要理念。提出课程改革要坚持的六个原则及实验监控评价问题。
Quality education is the general goal of China’s education reform in the 21st century. Creating the conditions for the full implementation of quality education is the basic requirement of Beijing’s basic education reform and curriculum reform in the 21st century.
