研究和探索大力发展以科技为先导,具有技术储备实力强,知识密集型为基础,市场竞争潜力大等特点的民营科技型企业(下称民营科技或民办科技),带动非公经济的发展,促进再就业工程的实施,寻找进一步发展乡镇企业新的突破口,笔者认为这是以科技与经济紧密结合,从而发掘经济持续发展的重要经济增长点的一条可取思路。目前大力发展个体私营经济、最大限度地实施再就业工程,再创乡镇企业的半壁江山是摆在我国发展新的经济增长点上的一项重要内容。为此,各级政府制定了相应的优惠政策。但难度依然不可低估,特别是重新认识起点的高低及生存,是困扰三者在市场竞争中能否具有较强生命力的关键。

To this end, governments at all levels have formulated corresponding preferential policies. However, the difficulty can not be underestimated. In particular, it is crucial to re-understand the starting point and survival of the three in order to find out whether the three can have strong vitality in the market competition.
