与发达成熟市场相比,拉美地区的PPP项目由于涉及面更广,利益关系更复杂,对法律等政策环境要求更高,加上融资模式各异,因而如何运用市场机制实现国家战略,值得财务投资者、尤其是为落实国家“一带一路”和“国际产能合作”而成立的投资机构慎重考虑。“一带一路”和“国际产能合作”是中国将自身的产能优势、技术与资金优势、经验与模式优势转化为与市场合作优势,实行全方位开放的一项战略举措。
Compared with developed and mature markets, PPP projects in Latin America are more cost-effective due to their wider coverage, more complicated interest relations, higher requirements on legal and policy environments, and different financing modes. Therefore, how to use market mechanisms to achieve national strategies is worth the financial Investors, especially those set up for the implementation of the national “Belt and Road” and “International Capacity Cooperation”, have been carefully considered. “Belt and Road” and “International Capacity Cooperation” are China’s strategic measures of turning its own advantages of production capacity, technology and capital, advantages of experience and mode into advantages of cooperation with the market and opening up in all directions.
