在当前经济社会发展面临许多新情况新问题的形势下,纪检监察机关如何坚持以科学发展观为指导,充分发挥纪检监察职能作用,更好地服从服务于发展这个党执政兴国的第一要务,是一个需要在实践中认真解答的重大课题。近年来,浙江省嘉兴市纪委、监察局通过深入研究当地经济社会发展的实际,认真思考自身的职能,拓宽思路、找准定位、大胆创新,把加强软环境建设作为纪检监察机关落实科学发展观、服务大局的重要载体,积极协助当地党委、政府解决软环境建设中的突出问题,着力打造富有嘉兴特色的软环境品牌,推动了软环境建设提档升级,有力促进了经济社会又好又快发展。在中国社会科学院发布的2009年度《中国城市政府管理竞争力报告》中,嘉兴位居“政府服务能力”全国首位,“政府社会凝聚力”全国第二,“政府执法能力”全国第七。
