台湾国立空中大学始建于1986年11月,是经台湾教育部批准成立的远距离高等教育机构。早于正式开播(1986年)一年半,立法院便通过了该校“法规”——《国立空中大学设置条例》,经“总统令”公布施行。大陆广播电视大学经国务院批准始建于1979年2月。正式成立前,教育部、中央广播事业局转发了《中央广播电视大学试行方案》。9年后,国家教育委员会颁发了《广播电视大学暂行规定》,它是大陆举办广播电视大学的法规性文件。
National Taiwan University of Nationalities, founded in November 1986, is a long-distance higher education institution approved by the Ministry of Education of Taiwan. As early as a year and a half before its official launch (1986), the Legislative Yuan passed the “Regulations” of the university, the “Regulations for the Establishment of the National Air University,” promulgated by the “Presidential Decree”. Mainland Radio and Television University approved by the State Council was founded in February 1979. Before its formal establishment, the Ministry of Education and the Central Broadcasting Administration transmitted the “Trial Plan of the Central Radio and TV University”. Nine years later, the State Education Commission issued the Provisional Regulations of the Radio and TV University, which is the regulatory document of the mainland’s holding of radio and television universities.
