以科学发展观指导公安高等教育发展,关键是牢固树立“两个融入”即主动融入高等教育改革发展主流、主动融入公安工作改革发展大局的发展理念,切实把握发展中的五个关键问题:一是坚持以基础学科为依托,建设高水平的公安学科;二是坚持以加强公安队伍职业化建设为导向,全面实施警察素质教育;三是坚持以实践应用为目标,强化公安学术研究;四是坚持从国家政权建设的战略全局出发,建立和落实体现公安高等教育特点的招生、就业政策制度;五是坚持以公安高等学历教育为依托,提高在职民警培训的质量和效果。
To guide the development of public security and higher education with a scientific outlook on development, the key is to firmly establish the “two integration” principle, that is, actively integrate into the mainstream of the reform and development of higher education and take the initiative to integrate itself into the development concept of overall reform and development in public security work so as to effectively grasp the five key issues in development : First, adhere to the basic disciplines as the basis for the construction of a high level of public security disciplines; second is to adhere to strengthening the professional construction of public security forces as the orientation, the full implementation of police quality education; Third, adhere to the practical application as the goal, to strengthen public security academic research; The fourth is to insist on starting from the strategic overall situation of state power building, establishing and implementing the enrollment and employment policy system that embodies the characteristics of public security higher education.
