目前厂长、经理承包责任制度弊端很多。如(1)厂长、经理权力过分集中,大权独揽。无论什么事,厂长(经理)一人说了算;(2)用人问题上容易任人唯亲,拉帮结派,影响团结,影响生产;(3)任期满工作互相推诿;(4)行为短期化,对企业未来发展不负责,资金分光吃光,不留积累。从信宜县的情况来看,大部分企业领导换届年都是亏损的。这就直接影响了经济发展的后劲。针对上述情况,建议由厂长经理责任制改为职工合股干部经营承包责任制,企业盈利(除按规定完成上交税收、贷款、企业留利款外)按股分红;若亏损
